Updating the hosts file *should* tell windows to redirect the traffic to another IP. Of course, you shouldn't update the one that runs AC.

ubuntu 20.04.5 lts box , single instance.
single interface 192.168.1.10
I have internal laptops on 192.168.1.x/24 that would like to play on the realm
and some friends to on the internet I'd like to connect them via port forwarding.
I set "address" record in the auth-core db to my public IP.
port forwarded both tcp,udp3724, tcp,udp8085 towards > 192.168.1.10
when I set external client up with this configuration , they can auth and connect and play.
but local host can't.
<@234784691608092682> , I think your supposition that my router is not allowing hair pinning is the best lead.
