In my experience, if you don't edit the DBCs and you manage to learn the skill properly, you just forget it the next time you login

It is if you use the correct spell. .learn 750 is plate, not .learn 293.

You learn the spell which in turn adds the proficiency to your character, you don't learn the skill.

It isn't. You target a character, and it targets yourself if you have no target.
