you just need to give them the plate/guns proficiency spell

Back in the vanilla days when the stats on items sucked big time.. as a pala i was happy when some cloth gear dropped that had better stats then plate gear

Perhaps I'm remembering it wrong but it didn't matter back then, you didn't get a bonus for wearing i.e only plate armor.
