Know its a stupid question but Fought something similar a few days back for that reason

igh: I looks like the same issue I faced last week. I could run the exe directly fine but couldn't get it to debug. In the end I nuked my dev VM and reinstalled. It was only after the nuke I realized I never checked my config. I know going nuke isn't really a fix... best of luck
