I believe pre-wotlk you had to use the item, in wotlk that was changed. What was the name of the item again? I'll try using it.

It's because when I have gm on they stay active but when I use gm off they are no longer lit

unlit will still have the symbol glowing sometimes, but the fire circle around it goes away
