If you are limited to 2GB, windows is the very last thing you should even consider.

Not to mention, even if you could, the server wouldn't be able to run for long at all before crashing, again due to OOM

2GB could work for a very short while if it is running as a container, a full OS will eat that up in minutes with AC running.
