If i party with them its a coin flip if they help in combat, but cause there questing ai isnt great yet i out leveled them

If you're still interested, dalaran is split into many different subzones. You need to go through and remove the no_fly_zone flag for every area you want to be able to fly in. This should get you going, but I'm not 100% as I've removed the restricted flight debuff effect. I can confirm it allows mounting within dalaran, so I'd imagine it should work just fine.
