mm i was thinking maybe it needs to run the sync again, in case some rows are not synced when running certain table, but i would assume there should at least be some kind of cache to not run the stuff more than once, at least not 10+ times

Run them in a terminal. There could be many reasons. Config files are missing, client data files are missing, .dll files required are missing (if on windows) etc

I was thinking maybe they are there so that users know what they want to update. I mean, aowow_spawns was updated like 15 times in different scripts, 8 or so of them only mention updating aowow_spawns.

and actually, if its designed to sync one table at a time, its just logical it syncs all it has to and finishes... we are kinda just ignoring that and running sync on all tables

Yeah but for example `smart_scripts` mentions updating `aowow_spell` and nothing else but plenty of other syncs import that too. I don't know if it does anything with another aowow table, meaning all those syncs are required.

I'm on windows, and I keep getting "Config::LoadFile: Failed open file 'configs/authserver.conf.dist'" even though the file exists and I also have authserver.conf

Are you sure? It shouldn't complain if the file did exist in the configs folder.
