I decided to look it up to be sure, the official changelog for 3.1 just says `The summoned Fire Elemental should now have moderately more health and mana, and its damage scaling has been increased. In addition, the Fire Elemental's spells now cost less mana.`

I read the official changelog and some comments back from 3.1 which mention health being scaled and since 3.1 the % scaled was increased. Since the comments are unverified, but the changelog is taken straight from Blizzard back in 2009 and I think it is true that the scaled % was increased like the comment said.
