If you get 3.24 when you use `cmake --version` then that version is more than likely what's used when you run cmake to generate the build files

You'd have to remove the package and compile it yourself unless you can add a repo to grab it from

Technically it should be possible to grab the backports repo for buster and install it, but I can't test it because I don't use 10 anymore.
