With this editor, the extract option will extract it to a "working" directory, which I think defaults to next to the exe

Once you have it extracted, close the MPQ or the program.
It locks the file when it's open and the WoW.exe will ignore it during start up

Heads up, some of those files got updated in later patch files, so don't trust that they're the most "up-to-date". You can always take the time later and create a full extraction of all the game files, but it does take some manual work

For the TalentFrameBase.lua, you can copy it into the `Interface\FrameXML` folder next to your wow.exe
