I'm not sure, but the issue is mentioned a few places on the web. The default for 20.04 is def 10 though. https://packages.ubuntu.com/focal/clang

It may only affect arm though. I'm in the reverse position, I don't have a x86 ubuntu server to test on.

I'm not sure why it worked for me, though. It has been a while since I stopped using Ubuntu, a few months, and maybe AC had an update that changes it all.

I'm actually really pleased it works at all on ARM. I'm using Oracle cloud, and they are offering ARM servers. The reduced power draw, etc. makes them a lot cheaper, so it's a lower barrier of entry for folks to run a AC server. I have an octo-core with ~40GB of ram for about $20 a month.

I have never rented any form of server myself so I don't know what is cheap and what isn't but it sounds very reasonable.

I've also done a good bit of searching on this, but do you know where I should start looking if my users wanted me to do XP scaling? Like if I wanted the progression at 125% speed? I've not found a straightforward answer, which may mean there's not one, but I thought I'd ask while you were here.
