What Drive are you running it on? I Imagine it must be an HDD to Take that Long.

Win10 on a Ryzen 7 2700 (8 core), with 32gb ram on a 1tb M.2 setup just for my windows install.
Running on Release as well, I know debug can slow things down.

I'd expect the Startup to be somewhere around 10-12 seconds with that machine. But i sadly have No Idea what can potentially cause it in your end.
