It only bugged for me cause I tried to delete the sql table and have it use the dbc, but it crashed, so I recreated the sql entries from the values in the dbc

Yup, if you delete the values in the gtoctregenhp_dbc, the server won't start

The table is populated to start with, removing the data or altering it means you created the issue. You can't create an issue about something if you've caused the issue yourself.
