it was default-libmysqlclient-dev which isn't happy about mariadb frankly

those I listed are exactly what I use with debian 11, and I manage my mariadb server on my own so it's not in that list

my apt-get update/upgrade kept getting my versions that didnt match, so i manually installed the correct ones and then all worked
