Pretty close to my knowledge. I'm not one to ask however
The actual eluna engine in the mod was updated last month... The mod skeleton seldomly changes so the age can be deceiving. Some mods go years without much change save for srs and sql

There was a fairly large restructure of the LuaEngine upstream repo that needs reconciled with the fork of mod-eluna. There are people working on mod-eluna, I have a fork myself trying to refactor mod-eluna so it can go back into the upstream one with a folder for acore custom changes, similar to how the other cores are set up under the "method" folder. It just takes time and I feel like I just get to make updates on it here and there as I have other projects I get sidetracked on

No, the fork is maintained by AC. AC has quite a few custom features compared to the official implementation, and is at this point relatively far behind in core functionality
