You can do this by listening to the player's events, when he kills a creature, if it matches your WorldBoss then you make an announcement.
To make an announcement when he respawns, if you know his spawn time you can create a LuaEvent.

You could go iThorgrim's route, but that will run a script every time a player kills any creature.

Of course you can, but again: Then your script will run on every single creature kill. If that is feasible for you, go for it.
