It's not counter intuitive, considering that one needs to be able to store static guids in DB, config or enums/tables.

The way you use it, it's ok to use the possibly changing high guid.

Also, you seem to know the object of the creature that you want to bind an event to. I suggest trying <https://www.azerothcore.org/pages/eluna/WorldObject/RegisterEvent.html> for that.
