I think it has to do with combat / close enough because the unit needs to ignore everything and go for the target

Aren't we supposed to call these in succession, so we need to reach point 0 before calling event ID 2? The sinister strike seems to be interrupting the movement

Not sure, if if im far enough from their melee range they will move toward the npc, but if im closed to them they will freak out

Sounds to me like you want an event ID 34, point 0 (or preferably change the action 69 point ID to 1 then do event 34, point ID 1) set flag to start the sinister strike event if in combat
