No no. If `garm` doesn't exist. And you .tele to gram it will take you to `Zangarmarsh` but if you try to create a `garm` it will not create it because it says that already exists.

I was unaware there was a way to create a teleport location in-game But yes, I would definitely say that's a bug and should be reported
