The npc guards are a little bugged, their arms are missing but this doesn't happen with the players.
You need WoWME Fix to run it. You have to take the download, and put it in your data folder, then run WoW through WoWME Fix and on the login screen hit F8. Before clicking WoWME fix put it into your WoW Directory.
Picture:
Left=NPC ( You can see the arms missing, not ALL human npc's are like this, just the guards) Right= Player ( The only armor that shows up is weapon/shield. NICE PANTS)
