there is a linux command 'which mysql', might tell you where it is

that will need root terminal . in cpanel bash terminal wont show any directory or file out of your host directory on that machine

The executable should be your windows servers' executable regardless from what I can tell, not the Linux vps one

It uses the local mysql cli to update the database, where that database exists doesnt matter

They want to run the server on a system locally while the server runs on another one not on the same network. It's simple since obviously mysql is installed already (only client and libraries needed locally) or they wouldn't have been able to compile it. The server is obviously Windows (since they mention .exe) while the VPS is Linux so only need to copy the dlls from the local install.
