Well i would really prefer to just have them all active for the time the event is running because this seems to be the blizzlike behavior

Blizzlike behavior is that all grids are loaded. I don't know of any other event that does something like this, although I don't really do events

why is it even possible to not load all maps ? i could understand it as option for development to speed up boot time but otherwise why

Because a lot of people are impatient for that startup and/or host on potatoes so RAM is limited - we're almost in 2024 and RAM is limited.. Just no, that's not right.
