If the NPC is related to the event, it would make sense it despawns when the event ends (or is turned off) so why not just check for on spawn SMART_ACTION_SET_ACTIVE ?

I'm just thinking here but the only way to get the zone buff is if a player triggers the fire, right? That means it has to be loaded or no player has been there, right? If the server restarts it makes sense it would reset.
