its finally coming back now but I kinda suspect that someone else activated it cuz I don't think its 5 mins long

and by unloading patrols I think I more mean unloading tiles, I think thats the mechanism that causes the behavior where they don't progress

there appears to be a ghost tile loading mechanism tho, which will push patrols along if no players come by
