I looked up the spell effects in TC and AC while researching our "double hit bug" but the functions looked pretty much the same

I think all "double hit" spells are meant to provide another melee attack almost instanlty.. but that's the thing.. "almost instanlty" with a little and minimum delay

yeah but this delay could also be because the real server batches certain spells together
