The latter part is specifically referring to height offseting when performing raycasts. I can't tell you exactly what the raycasts are for, other than it is related to player movement.
The first part was me misremembering that number for something else

This is related to raycasts, it is very possible that 1.6 is also used in other contexts, but I am positive this is unrelated
