What kind of values? I would expect that e.g. for NPCs it’s beeing done in database table creature / creature_template etc.

No one speicifc, let's say Lady Anacondra from Walling Carvens, let's say i would like to maye decreased her hp, and increase her spell damage (dont know about resistances)
