It's not correct and I think there are 10+ issue reports for that instance but I don't know if that specific issue is in there, you'll have to look. If there isn't an issue, create one. I do know though that he's supposed to teleport and not run there.

If not mistaken he walks all the way inside of the building and when the books come out and he runs down the stairs but than gets instanced whatever they do when a npc fades out and in

There are a few issues with Arthas in that instance. He gets stuck because of zombies like mentioned above, I've actually had him *die* in the first stage of that instance. If I'm letting the zombies start to appear while I'm still close to Arthas he *will* attack them and his "home point" will move and eventually he aggroed a wave that spanwed, died and I had to redo from the last boss. The first mobs inside that building above despawn just as they die, sometimes when one of them dies the rest despawn anyway. Arthas doesn't have a cooldown on his abilities so he'll spam a big damage ability until his mana is depleted and it's annoying to try to tank Malganis with him nuking it - however 2-3 taunts later he's out of mana so he loses aggro.
