Making a server publicly available on a personnal PC is always complicated since the networking wide is always complicated because it is not meant to do so.

You often face bizarre behaviors and standard practices to be able to make your server publicly available can fail miserably not due to the process but often due to the computer installation/configuration. That is why you can perhaps try to host it on a VPS (cheap ones starts at 3/4 USD ou 2 euros /month itis worth trying !

I have never tried to make a personnal hosted wow server because of these network issues
