If it were to be added right now, I'd probably say it should be tied to a config in the same manner as the existing instant logout function, but in the future IMO they should both have their own RBAC entries so either or both could be employed if one wanted

PLAYER_LOGOUT should not be accessible to normal players though based on the ways it gets triggered

Current instant logout security is set to everything but normal players, I'd argue maybe it should be set to disabled by default and PLAYER_LOGOUT take its security, but both still be accessible

Instant logout is a cheat and the cheat is handled via the command. From there you can modify the system.
