Blizzard use what they call security groups. You can set them by character. Also I have read a long time ago that you could run commands on PTR only on some premade characters at times. This leads me to believe they have account flags, which are used for various things and character security groups, which are used by commands. This gives an additional level of control and you can easily set the code to set the level of all characters if the realm is say in debug mode.
