I see additional work to port RBAC with such refactors and for that reason i don't see any gain from doing that first.
As for most other parts of the code, i guess we need functionality/features first.

sure, can also be harder if you decide to cherry-pick TC's rbac implementation. Mind that our current implementation of security is based on TC before they went rbac
