Spell 29172 has a condition: implicit target NPCs 17066, so if I cast it without a target it casts on the closest npc 17066 as target.
But if I cast the spell directly on a more distant npc 17066 as target, it still casts on the closer npc?

29172 has TARGET_UNIT_NEARBY_ENTRY so its an aoe spell (it has no target therefore it will disregard the target you have selected in your UI)
