Because there is no easy way to find them. Different authors for them all after the fact it was implemented.
As well as just because it broke spell A there, doesnt mean it would break it here. As the spellsystem was changed in Sunwell too

Something like that. Including that the author wasnt able to stick around enough to fix regressing bugs. Including people being too lazy and unmotivated to test big PRs
