In that case, no as you can see from my commits I didn't figure it out. The only thing that prompted my npcs to move again was an instruction for a new waypoint

For some reason it was not possible to get them to commit to continue on their path. It might have to do with the fact that they have already departed from their starting point and they don't know where they are

What you could do is make the next waypoint their new home position and make them move to home in a check that periodically checks when they are stuck
