it's basically the same cooldowns as in the smartai. vmangos has the data easily available in the database for vanilla only

do you remember by chance which one it was ? I've tested like 40 NPCs and they are all either charm immune or don't have the summon spell in their bar, not sure if that's blizzlike or a temporary fix by TC to avoid abuse

It was some Orc wolfrider in Hellfire Peninsula, I don't remember exactly.
