the way it is right now, the server is not reading the conf file properly, so that's why it's not working for you unless you put it in worldserver.conf

so whatever setup you have there is not right, you'd copy the racialtraitswap.dist file to your /etc/modules dir (or where the .exe is), change extension to .conf, and edit it accordingly
