I'm not sure if labels should trigger builds at all, because a build is already triggered when new commits are added

That would be a different thing though, I'd expect this table to use value 300 to determine anything above lvl 100, but this is "how much dodge rating per 1%", not "set 30% dodge base", so that's not the table you want I'd guess

True, if it builds on push then there's no point using labels to build (other than if it goes to PTR somehow but I doubt it)
