I've only run across very few dummy with no spell info. Lots don't have scripts per say but dummies are handled in multiple places

but yeah usually it's handled somewhere else, the msot common is for bosses the behavior is hardcoded whenever spell is cast in the boss script, rather than scriptnig the spell

There's probably 20 different places in core where spells are handled vs dbc or direct scripts. It's crazy
