to be honest I don't know much about Windows as I don't use it anymore for a long time. For users we recommend 2019 as the older versions don't support the latest C++ features and lead to compilation errors. I don't know why in the CI it works with 2016. If you want to update it or add a newer version in the CI, please go ahead

Just use latest MSVC and CI, it'll work fine then, if not you might be missing something else.
Remember when installing MSVC you need the component desktop development with c++
