when it's part of scripts I guess they do, but creature spells are not done in the creature AI scripts, they have a specific table/tool for creatures spells only

and the creatures scripts use a tool called "action list", it works slightly differently than smartAI because they are done in order and only trigger once the previous action is done. Note that waypoints and actions are also part of the same tool in their system. In their system waypoints are part of a creature's action list

btw except for the waypoints and actions which works the same way all mangos based emus do, this is the systems vmangos uses for spells rather than smartAI, they have even recreated the creature spells tool 1:1
