Mm, well, if possible it wouldn't hurt, however I was more thinking about the NPC's

perhaps you could make a SAI for them "Within 0-Xyards - Cast 'X'"

Yeah sounds good, I also noticed that when you're doing the quest when you Siphon on the different objectives they also don't attack. So I'll need to do a SAI for that too
