He somehow blocked my website port and also my game ports — I guess he used some Windows commands or something, I’m not sure.

If he's running commands on your machine, un-plug your ethernet cable / disconnect from wifi, backup any data (even then). And re-format your computer.

Not to be so blunt, but this is kind of expected if you try to run a public server over the internet with little to no knowledge about networking and security
