The only way using the public IP to connect to your local server is if your router supports loopback/hairpinning in which case it doesn't send you outside of your network, it reroutes you to the LAN IP of the server instead = no additional distance at all

It's likely that your setup doesn't support loopback, just use the LAN IP to connect on your end
