apply enchant item to a piece of equipment placed in the "will not be traded" window. Nothing seems to work besides direct enchants from enchanting proffession. Leg enchant, doesn't work, enchanting scrolls doesn't work, lesser arcanum enchants doesn't work etc. Not sure how else to explain it.
