what I cannot find is, is it just to overwrite existing entries or can new entries be added that way too?
do I have to turn anything "on" to make it work?
do I have to compile differently?

or does it just work like that?

You can add new entries and it doesnt need to be "turned on" but you still need an mpq patch in a lot of cases. One thing that does work without a patch is putting existing buff spells in spell_dbc and modifying the buff values, that will change the spell tooltip ingame, as an example of what those tables can do.
