I'm pretty sure 3.0GHz should be alright for 1000 bots at least. With the level brackets module to keep them spread out, that's a pretty good number to feel populated.

You can try asking on the playerbots discord in case Revision or someone else who's paid more attention to performance on different hardware doesn't notice the question here.

For the RAM, going above 32GB would let you tweak the MySQL settings further for things like a bigger buffer to help reduce wear on the drive, but you can make most of those tweaks without needing more than that.

And actually, I just checked where it had been talked about around a month ago when a few people were coming up with recommended settings for that. At least one of them had 32GB themselves and got about a 95% reduction in disk writes, so that should be plenty.

Ok cool that would be extremly cheaper to just get 32GB instead of buying a new NUC. I can always upgrade in a year if I and the family still plays.

It depends on how much load you want to put on it. I guess 1000 bots will be no trouble at all, you could potentially do 1500 or even 2000. It's hard to say exactly but when you get to testing I suggest starting with 1000, let it run for a bit, increase the number of bots by a few hundred (or 500) and test it again, then repeat that until you hit bad diff times. You'll want to leave worlserver running for a bit after changing the number of bots though since it will eat more resources until the bots are.. well lets just call it settled.
