I think there must be some kind of bug in Questie that breaks it for a specific character

Yeah that was the problem for me. If you check My Journey in the questie options, then go into Quests by Zone and open the Completed Quests drop down, do you see quests you haven't done yet in the zone you're on? I just deleted all the Questie data in the WTF folder and let it reinitialize when I logged back in and its fixed on my character now. My guess is that it querys the server to see what quests are marked as complete, but doesn't check quests it has previously marked that character name as having completed
