SkillLineAbility.dbc defines what skill lines different races and classes can use, as well as some other info.

SkillLine column is an ID reference to SkillLine.dbc. For example, plate mail is SkillLine 293. If we search for that in the dbc, we see the ClassMask is 35 which means warrior, paladin, and deathknight. To allow all classes to use plate, you'd change it to 0 which will remove the class restriction.

You can find the SkillLine id's in the SkillLine.dbc where they are all named.

For armor proficiency, there will probably only be one matching row in the dbc, but skill lines can have multiple spells included in them (this also controls which tabs of the spellbook a spell is sorted into), but for armor this shouldnt matter much to you. for reference, the armor proficiency spell associated with the plate mail skilline is the spell 750 (which is the spell for plate mail)
